Dorsey Run Pre-Release Custody

Dorsey Run Correctional Facility, or DRCF, is identified in the DPSCS prison directory as a minimum and pre-release correctional facility in Jessup. That classification is the key local distinction. It describes the state institution’s role and security setting. It does not create a public release schedule, promise that every person there will next enter the community, or establish a release date.

A person may arrive at Dorsey Run through a state transfer and may later move to another DPSCS institution. A community transition may follow a state release plan through parole, mandatory supervision, sentence expiration, or court action. Because both community release and institutional transfer can end a Dorsey Run placement, the next authority must be confirmed. Anne Arundel’s county inmate locator and AACDDF discharge policy do not cover DRCF.

Pre-release

A correctional placement associated with transition planning, not proof that release has occurred.

Where Dorsey Run Releases Go

A verified Dorsey Run community release may lead to parole or mandatory supervision through the Division of Parole and Probation. A sentence may also reach maximum expiration, or a court may change the commitment. Each status says something different. Parole approval is discretionary and can depend on a suitable home plan and other prerequisites. Mandatory supervision means credits reduced confinement, not the whole sentence.

Transfer remains a central alternative at a pre-release institution. If the statewide locator returns the same person at another facility, that supports continued state custody. VINE may report the move, but a registration tied to one stage should not be assumed to follow every transfer. A DPSCS transfer record can identify the receiving institution and prevent a facility departure from being mislabeled as release.

Confirm a Dorsey Run Release

Use the DPSCS Incarcerated Individual Locator only to test current covered state custody. Enter first and last name and compare stable identifiers when available. The tool covers defined current populations, including Division of Correction facilities, but DPSCS warns that some people in its custody may not appear.

1. Search the state locator and record the retrieval date and facility shown.
2. Open the exact Maryland VINE state record and read any transfer or release event.
3. Review the sentencing court case for commitment, sentence, modification, appeal, or release action.
4. If parole is involved, distinguish a hearing or approval from actual discharge.
5. Contact the relevant DPP office when community supervision needs confirmation and ask only what public information is available.
6. Request the DPSCS commitment, transfer, release, and credit records to resolve the history.

Dorsey Run Locator Limits

The DPSCS locator excludes people no longer in custody for reasons that include release or escape. It does not retain a public discharged record, historical release date, release type, post-release supervising office, or broad projected release field. A no-result can also arise from a name mismatch or coverage limitation. It is a lead that requires another state source.

When a person disappears from Dorsey Run but appears at another Maryland prison, treat that as evidence of transfer. When neither current search returns a match, use VINE, the court, DPP when relevant, and a DPSCS record request. The county locator is not a fallback because it covers AACDDF custody, not Maryland prison custody. Dorsey Run Release Planning

The minimum and pre-release designation makes planning a useful point of emphasis, but the public research does not provide a person-specific release-plan portal. A release plan may relate to residence, conditions, supervision, or program requirements. It does not establish a final gate date. Parole Commission approval may still require an acceptable home plan and prerelease steps before physical discharge.

Maryland VINE can provide custody, location, release-date, transfer, and supervision-stage alerts for participating records. Re-register when the person moves between correctional and supervision stages. DPP supervises parole and mandatory supervision, while probation comes from a court. Maryland does not publish a general name-searchable DPP roster, so begin with the court and VINE record and ask the relevant office what public status can be confirmed.

A “rehear” parole outcome is neither release nor necessarily a final denial. The public open-hearing list is a calendar, not a complete decisions database. The physical event must still be confirmed through VINE, DPP, or the DPSCS release record.

Dorsey Run Release Date Records

Neither Maryland’s state locator nor Anne Arundel’s county locator publishes a general projected release date. State credits can affect confinement, but no safe public calculation can be made from sentence length alone. Section 3-704 ordinarily awards ten good-conduct days per month, with a five-day rate for specified violent and serious drug sentence structures. Other provisions address work, educational, programming, and special-project credits, along with caps.

Credits can be lost or restored. The commitment record, time served, consecutive or concurrent terms, offense category, detainers, court action, and administrative calculation all matter. Under §7-501, conditional release follows sentence service less awarded credits. DPSCS explains that mandatory supervision completes the unserved balance under conditions.

Maryland does not have one blanket 85-percent rule in these provisions. Parole eligibility is not a release date. Request the commitment and credit worksheet, actual release record, maximum expiration, and mandatory-supervision date rather than using a simple calculator.

Dorsey Run Release Records

Use the DPSCS PIA process for a written DRCF history. Identify the person by full name, DOC number, birth date, sentencing case, Dorsey Run, and an approximate custody span. Ask for the commitment, transfers into and out of DRCF, actual release date, release authority or type, receiving institution, maximum expiration, mandatory-supervision date, and credit calculation, subject to redaction.

The state form lists fifty cents per page, another fifty cents per certified page, postage, no charge when the total is one dollar or less, and the first two hours of search and preparation without charge. Ask for electronic inspection and an estimate. Maryland law ordinarily requires a prompt grant or denial within 30 days, with timing, estimated fees, and a delay reason due within ten working days when production will take longer than that.

Dorsey Run Release Court Evidence

The sentencing court can establish the commitment, sentence, later modification, appeal, probation term, or release order connected with a Dorsey Run case. Maryland Case Search is a summary. The full accessible file remains with the originating clerk, subject to legal limits. A court order is strong evidence of authority but may not give the exact physical exit or identify every detainer.

Compare the court action with VINE and the DPSCS record. If the docket changes while the state locator still returns DRCF, prerelease processing or another hold may remain. If the locator changes to another prison, the evidence favors transfer. An expunged, sealed, shielded, or otherwise nonpublic court record can also limit remote results, so absence from the portal is not proof that no case or commitment existed.
