JCI Maximum-Security Release Records

Jessup Correctional Institution, or JCI, is listed by DPSCS as a maximum-security Maryland prison in the Jessup area. It is not Jennifer Road Detention Center, Maryland Correctional Institution–Jessup, Dorsey Run, Patuxent, or a county jail. The similar place names make the DOC number and exact institution name essential when following a custody change.

JCI is a state facility. Its commitment, transfer, credit, parole, and discharge records belong to DPSCS and the Maryland correctional system. AACDDF’s county locator and its detained-or-released policy cover Jennifer Road and Ordnance Road, not JCI. A search routed to “the Anne Arundel jail” can therefore reach the wrong custodian even if the person used a Jessup mailing address.

JCI Jessup Geography Caveat

Jessup postal addresses span a county line. The Facility Map therefore warns against using a Jessup address alone to assert that every Jessup-named institution is geographically inside Anne Arundel County. The official DPSCS directory is authoritative for the facility identity and current prison list. This geographic limit also prevents a state prison from being mislabeled as an Anne Arundel county facility.

For a release check, geography matters less than custody ownership. The correct sequence remains the statewide DPSCS locator, the matching VINE record, the sentencing court, the Maryland Parole Commission and DPP when applicable, and the DPSCS records office. County release lists do not cover JCI. A current result at another Maryland institution is evidence of transfer, no matter which county name appears in a mailing address.

Note: Use the full facility name and DOC number because “Jessup” alone can point to several distinct Maryland institutions.

Where JCI Releases Go

A person can leave JCI for the community through parole, mandatory supervision, maximum expiration, or a court-directed change. Parole is conditional and discretionary. Mandatory supervision follows diminution credits and continues the unserved sentence under parole-like conditions. Maximum expiration ends the identified term but does not rule out another case, warrant, detainer, or authority.

JCI departure can also mean transfer to another state prison. The maximum-security designation does not tell a public searcher which event occurred. A parole hearing, an approval, and the gate release are separate steps. An approval may depend on a home plan and prerelease requirements. VINE, DPP, and the DPSCS release record should be reconciled before stating that the person entered the community.

Confirm a JCI Release

Begin with the DPSCS Incarcerated Individual Locator. Enter first and last name and match the returned person with a DOC number, birth date, or court case when possible. The tool is a current-custody test for covered Maryland populations, not a history.

1. Search the state locator and note the exact institution and retrieval date.
2. Search Maryland VINE for the same state record and read any custody, transfer, or release wording.
3. Review the sentencing court for sentence, modification, appeal, probation, and release action.
4. When parole applies, separate a scheduled hearing, approval, or rehear result from physical discharge.
5. Ask DPP what public supervision or responsible-office information can be confirmed when the person enters community supervision.
6. Request the JCI commitment, transfer, and release record from DPSCS to resolve the event.

JCI Locator Release Limits

DPSCS expressly excludes people no longer in custody for reasons that include release or escape. The locator does not publish a durable released status, actual historical release date, release type, supervising office, or general projected release field. It may omit some people who remain in state custody. A missing result must be treated as unresolved until another official source identifies the event.

If a former JCI record now returns a different Maryland prison, that result supports continued state custody. If no current result appears, check VINE, the sentencing court, parole or supervision sources, and state records. VINE is event-oriented and can stop returning a record. Re-register after a move from JCI to another prison or into supervision. Record exact live labels rather than assuming one permanent “Released” wording.

JCI Parole and Release Timing

The Maryland Parole Commission conducts hearings by video and in correctional institutions. Its public open-hearing master list includes selected hearing dates, times, locations, names, and DOC or CL numbers, but it is not every hearing and does not show outcomes. Public outcome categories include approve, rehear, and deny.

An approval does not mean same-day release from JCI. A home plan and prerelease requirements may remain. A “rehear” sets another review and is not release. Confirm the physical event through VINE, DPP, or a DPSCS release record. DPP supervises parole and mandatory supervision, while probation arises from a court sentence. Maryland has no general public name-searchable DPP roster.

Maryland law does not create one blanket 85-percent rule in the researched provisions. Eligibility varies with sentence and offense rules and is not a discharge date. Credits, discipline, court changes, detainers, and administrative calculation can move the actual event.

Request JCI Release Records

Submit a focused request through the DPSCS Public Information Act process. Give the full name, DOC number, birth date, sentencing case, exact JCI name, and approximate custody period. Ask for the commitment, transfers, actual release date, release authority or type, receiving facility, maximum expiration, mandatory-supervision date, and diminution-credit calculation, subject to lawful redaction.

The state form lists fifty cents per page, another fifty cents per page for certified copies, postage, no charge when the total is one dollar or less, and the first two hours of search and preparation without charge. Ask for electronic inspection and a fee estimate. Maryland law ordinarily requires a prompt grant or denial within 30 days and earlier timing and fee information when work will exceed ten working days.

A former DPSCS-incarcerated person seeking their own base or medical file, or an authorized representative, should contact the institution of release or Case Management Office for Operations at 410-585-3300. A county PIA request is the wrong route for JCI state records.

JCI Release Identity Checks

Identity control is vital among the Jessup institutions. Match the full facility name, DOC number, full legal name, date of birth, and sentencing case. An article or court entry that says only “Jessup” may not identify JCI. Likewise, a P.O. box or old facility name can remain in a record after the person has moved.

Save the retrieval date and exact wording from each source. A no-result should be reported as no current match, not as release. A VINE transfer plus a new DPSCS facility supports continued state custody. A court order plus DPP information may support a community status, but the DPSCS discharge record is still the strongest source for the physical end of JCI custody and the release type.

State the outcome with care. “Transferred from JCI” means the institution changed while custody continued. “Released from JCI” should be tied to a VINE event, DPP status, court authority, or DPSCS release record. “Not found” is only the result of a current search.
